headlight problems.....

on my 2000 base prelude, i have my driver headlight not working....i changed the light bulb, put it back togather correctly......however it is still not working, the brights are working, my accent lamp is working... but the main light is not....at the top of the headlight to the upper right part of it when your looking at the halogen (driver side) there is a light there, when i pop the hood and pulll off the rubber stoppper, it looks like melted electricle tape, silicone or somthing is in it, it flickers when i turn on the lights but then does not do anything....cam anyone give me suggestions?

PreludeFX is on a distinguished road
Re: headlight problems.....

It will probably be best to change the harness but it is possible for the fuse to still be bad even tho the light flickers it could be barely making connection on one of the sides replace it just to be sure.
