Newbie with a couple questions. Code 9 CEL

Hey guys. Im new here, the names Marcus. Im in Arizona, Tucson specifically. My first car was an 88 Si with 4ws. I got that handed down to me about a year ago. But have saved up since and just got me a nice 5th generation. 97 , all black. Runs strong. But, the CEL comes, and stays on. Its a Code 9 according to my uncles shop. 1382 specifically.

I know this question is asked here alot. I checked my plugs and wires and those dont make a difference. Along with my fuel injectors. Nothing makes a difference. I just need it to pass emissions ASAP. I have a 3 day permit on it right now. But want it to be a daily driver.

Also, my blinkers dont work. So i pulled the flasher relay and it was melted on the side of the box because, im guessiing, of my HiD lights. Maybe the high voltage????

And, my passenger window wont roll up. It was working fine until this afternoon. It was real slow. I think the motor just went out...right?

Anyways....Thanks if i get any replies.
If not, maybe next time.

Are they budget HIDs or did you get it done right? Or don't know you bought it like that?

Well did you replace the relay and now its working?

As for the code, I see the number but I don't really have time to go track that number done what did that code say, mis fire? I am assuming as you are saying you replace plugs and spark stuff.

As for the code after you replaced all this stuff did you try unpluggin your battery for a couple minutes I suggest 10 min. then reconnect it? This will reset your ECU CPU whatever you want to call it.

could be that the window has come loose on the rails. when you're rolling it up try tilting it forwards or back and see it that helps. if that helps then the window is binding on something, you'll have to take off your door panel and see whats up. otherwise its most likely the actuator (if the window still moves at all).

I replaced the distributor i had laying around. It was the cylinder sensor in the distributor throwing that code. I just lubed mine up with some wd40, works OK now. Until it gets close to closing then it just slows down.
