Fuel line?

so when i get outta my car after a drive it makes a hissing noise near the rear wheel by the gas tank..what could this be and could this cause my fuel gauge probs?

yeah i cant take it past a quarter tank or it runs out and i can only put about 7.5 gallons in her

do you ever smell gas, either inside or outside the car? or are there every any puddles under your car?

no puddles. the only smell is that oilish kinda smell that people says from the oil filter seal? but im going to get my pump taken out and new lines ran if i have to
