Random Fuse below steering wheel.

So I searched and didnít find anything about this. When I got into my car to head into work this morning there was a random two-prong blue fuse(10 amp I think) sitting on my floormat. I grabbed my peacemaker (4-d maglite) from behind the passenger seat and saw there were two random wires going from about my center console to the driver's side door area. One had the and empty fuseholder and the other had a yellow/orange fuse in it. I checked pretty much everything in the car and it all works; both with the fuse in and out...:hmmmm:

My question is what the crap are these wires for?

I know it's not for the stereo because I ripped out the stock stuff and put all my own in..

Into the driver's door area you say?

Could it be something to do wit the seatbelt warning light maybe? That's all I can think of.
