2000 Prelude Engine Noise

My son's Prelude has started making a noise that seems like a rumble,shudder,rattle type coming from the engine bay. It does it mainly decelerating, somewhere around 3-2000 rpm. It can be heard when parked, but seems more noticeable when driving under load at around 20-30 mph.
When I try to listen under the hood it seems like it is coming from the area near the PS pump or timing belt cover. When you throttle up to about 3000 rpm and then let it off fairly quickly, you hear a strange noise, like something maybe loose. It does not do it all the time, in fact it is hard to repeat, but it does do it sometimes. At first, we thought it might be in the exhaust system, but I am not too sure this is it after further listening. Is there a likelyhood that there could be someting amiss with the valve train, cam gears, timing belt, or something else at that end of the engine? The valves seem a little noisy, but were checked a while back when the manual called for a valve adjustment check.
The car only has 81,000 miles and has had all normal maintenance routines performed. I know this is not much to go by, but are there any ideas? Do you think it is safe to drive? I would like to get a handle about possibilities before taking it to the dealer.

I had that same thing for a while when I would be at low speeds in a high gear (e.g. 20mph in 5th gear). What happened was my starter mounting bolts came loose some how and it was rattling around making a bunch of noise. Random, I know, but just check your mounting bolts on all your stuff.
