I have a question someone help about CF hood again

Well i talked around about my CF hood that i recently got from a freind of mine and the pics show what it looks like... People are saying different thinks to clear coat it then use this 3M marine stuff to try it take it off it looks like a milky haze when u rub your fingers over it u can def feel a difference in the hood and has to be gel coated.. i just took these pics not to long ago let me know what u guys think i should do.. my last option would be to get it clear coated... maybe use the 3M glaze to try it out

My old Neon VIS carbon hood started to look like that when i sold it to my buddy's brother. He tried to buff it and glaze it but nothing worked. He ended up scuffing it and reclearing it and it looks brand new....not to mention has the UV protection now that it didnt have before with the gel coat only.(i think this was stated before about the ViS's)
