Icon5 Should I buy this prelude?

Hi guys I found this 4th generation prelude on Craigslist and I test drive it the other day, I'm looking for a cheap standard car that might be kinda fun to drive. I want an fr but I can't afford anything so I started looking at ff's i figured a prelude might be slightly faster then my sisters accord but I was wrong, that dohc vtec engine blew my mind! My friend has a mustang gt and even he seemed surprised by it, the guy wants $2,000 for it but it has some problems that I think makes it only worth about $1,000 but I wanted to see if maybe I'm wrong and this is a opportunity I'm missing out on, I'll name the cons now, it has hail damage, it has rust around the exterior of the fender wells the interior door panels are cracked by where the automatic window switches are, the exhaust pipe is dented with some small holes but no damage around it, the back left brake is rubbing and the break calipers are kinda rusted, the valve cover is leaking as well but no service engine light. It has 175,000 miles and still has Kansas license plates even though I live in Tx, I only have $1500 currently and I'm worried I won't have money after I buy the car if I even buy the car and I'm worried I won't be able to ensure it afterwards since it's not registered in my state. Anyone know if the guy is crazy or if I should find a way to get the money for it? I he said he won't go lower then $1,700 but even at that I can I afford the paper work even if I had the money for the car. Anything helps! I'm don't want to miss a rare offer but also don't want to waste money on a car that I won't get money back on.

its a 92 so if it has a 2.2 vtec that means it was swapped. from the looks of it I would say its worth about $1300
