Dashboard lights not working

Here's the story...
I've been messing with my junker 94 Prelude VTEC and decided to buy a really clean 94 Si that was a shell. The whole interior was taken apart. The owner before the last had tried to install JDM Climate control but gave up and left a bunch of exposed wire out.

I replaced the main harness behind the dash and put it all back together. None of the dash lights work. But when I turn the high beams on the blue high beam sign pops on on the tachometer.

The ignition beeps when I put the key in. Nothing happens in position 1 and 2 but I hear the main relay click when I attempt to start it. (There's no engine in it) the brake lights work but not the tail lights. If that makes any sense lol. Tested most famous the fuses, if not all. All seem fine. Grounds seem to be fine but I MAY be wrong.

I'm not the smartest guy when it comes to Prelude knowledge but this is where I would start. I would purchase a multimeter and refer to the repair manual for wire testing. The multimeter would be able to test whether there are unconnected wires (or gaps in connection) and the repair manual gives flow diagrams for troubleshooting electronics if all wires are good.
