Smog Problems. Need Help!!

So I went to get my car smogged the other day and I failed cuz of my ignition timing. Specs call for 15 degrees + or - 2 degrees and I ran at 12 degrees. Just off by 1 degree...1 DEGREE!!!
So I go to get my timing fixed at 15 degrees at another shop cuz the smog place is Test Only and I come back for my retest and I fail again. This time cuz of my idle.
I have that typical Honda fluctuating idle but it comes and goes, it's really weird.
When my idle is not fluctuating, my typical RPM at idle is around 900 but specs call for 700 RPM + or - 50. So honestly idk how I passed the idle portion the first run.
I'm assuming the fluctuating idle is just my IACV but will replacing it get my idle down to 700 RPM?

Any help is greatly appreciated.
