High Idle in Gear only

So I have a 1994 Prelude Si with an automatic transmission. About a little over a year ago I took in my Prelude to a mechanic nearby to do a timing belt and water pump on it. When I got the car back it was in really bad shape, it had a misfire, and it had a high idle. I noticed the mechanic tightened my throttle cable intentionally to keep the car from stalling, he then told me to buy a new throttle body, so I got him a used OEM one from eBay, that didn't do anything so then he told me to get a IACV, so I did and car came back the same. New spark plugs fixed the misfire, but the high idle was still there for a year. I noticed the car would not idle with the throttle plate closed, so after nearly a year with the idle being at 1500 I swapped the engine due to constant overheating issues, and cam cap bolts being stripped due to the PO. I put in a H23A3 and a new auto transmission as well. I changed all the intake gaskets the engine was able to idle with the throttle plate closed now, but the high idle was still there. I tried 2 different throttle bodies with TPS and FITV, 2 different IACV's, and even a ECU and nothing. I took it in to a mechanic and he said my base idle was too high, he adjusted it and the car idles normally at 650-750 now, but as soon as you give it gas the idle will climb to 1500 and stay there, if I let go of the gas pedal the car will keep going and sometimes it will shift on it's own only at low speeds like in a parking lot. Other times you will hear a "pop" coming from my CAI and the idle will quickly drop to normal. It only happens in drive or reverse, if a load is applied to the engine like the A/C sometimes the RPM will surge. I unplugged the IACV and let the car idle and the base idle is normal, I don't know what else to check. Any ideas will be appreciated.
