Overheating problems. Searched everywhere can't fine the problem

I know this has been covered multiple times but I haven't come up with a solution and I havent found someone in any forum that has solved this problem or atleast posted they did so here it goes. I have a 92 prelude with a jdm h22a, and ported h22a1 head and everything else is basically stock. I just did the head gasket, water pump, oil pump, timing belt, plugs, and wires. I'm using a harness from an h22a1 that came out of my wreaked prelude. I'm having issues with the gauge saying hot after a drive while it idles. the fans dont Seem to be working right as theyou only come on for a short amount of time and it takes over 30 minuets for them to do so. I've replace all the sensors that have to do with the cooling system and the thermostat. I've bleed the system numerous times. I'm not burning any coolant at all and the care runs great just need to figure out this situation. Any input is helpful sorry for the long post....

Have you pressure tested the system?

When the gauge starts rising, try turning the car off and on with the keys out of the ignition for 5sec. If it returns to normal and stays that way for more than a few minutes before starting to rise again, it's probably something electrical.
