Power Steering is extremely sensitive

I was just given a 1992 Prelude SI (according to the VIN # lookup) The car has about 300 thousand But has been very well maintained. It has a little rust on the quarter panels and thats about it. I added a new battery, and all new brakes (Due to sticking calipers ) Over time anything that needed to be repaired was replaced with OEM parts In other words There hasn't been any modification to the engine or suspension

What I need help with is the Power Steering is extremely sensitive!! sitting still with the car running I can go from stop to stop with just a push of the wheel. Almost like the pump is putting out to much pressure. Or maybe the rack and pinion is just worn out.
I don't have any noises or leaking lines. Don't see any bubbles in the Fluid Reservoir.
Before buying a lot of un-needed parts I thought somebody may have some ides what could be going on

I am taking a first thought guess here:

Your power steering lines run through a device on top of your tranny (VSS?) that regulate the flow of fluid through the power steering system to stabilize your steering at different vehicle speeds so that when you are on the freeway, the steering is somewhat stiffer than at slower speeds. I'm thinking that unit has some issue, like maybe it's stuck on full flow or something.

^^ exactly right.

Power assist goes into max mode for ease of parking etc.

If the car handles ok at speed, don't sweat it.
