Under Carriage Sealant??!

I'm replacing all moving components on my suspension (bushings, joints, ect.)
I've always just taken a glance at my upper ball joints and they seemed really dirty. As if there was just caked thick grime collected on it.

Took off the tire for the first time to check it before I purchase and buy new joints and noticed that the entire upper section of the wheel well, upper ball joint, upper control arm, and brake lines are covered in what looks like thinly sprayed rhino liner.

It's going to be torched off of the ball joints and control arm so I can get to the nuts I have to remove but I'm just wondering if any of you guys have seen this before? Did Honda spray a sealant during manufacturing or is this a third party application?

It seems like a good application to keep metal parts clean and rust free but it is also completely covering the ball joint boots which would reduce flex and premature wear (though this car has 250,000 miles and the ball joints are still funtionable)

What do you think?

The wheel wells and undercarriage are lightly coated from honda with rubber spray.

However they did not coat over bolts, balljoints, bushigs or any lines. If those are coated, it could be 3rd party or someone ran over tar etc.
