Newbie and quick questions

Hello, I don't own a prelude. I test drove a 92 si wth a h22a today and I'm going back to pick it up tomorrow probably. I was looking up a few things and the forum told me that I didn't have enough posts to read the threads. So, here it is.
I figured I would use the required post to explain my position. I'm buying it from a mechanic (shop owner at least) that built the car for a friend and had to repo it cause he didn't pay him back for the work. It starts and runs ok (cold idle is low) and it shift well. I test drove it up to 90mph and everything was good. The body is straight, the paint is ok. Only external issue is that the trunk doesn't open with the key due to a dent right at the key hole. Internal issues include-
a.c. Doesn't work due to short in the hvac control switch (the reason I'm on this site).
Iac acting up when cold,
I didn't feel the vtec kick in but I'm used to a b16b CTR motor witch is insane when the vtec hits.
Last is that the cel came on once during high rpm acceleration. After looking around the web, I'm wondering if the guy just swapped the 2.3 for the 2.2 and let it run with the h23 ECM.
I've been searching for a h22 prelude for weeks and there isn't much in this area (Birmingham, al) that hasn't been screwed up or the owner isn't asking an insane about of cash for. Everything is either an automatic or screwed or or overpriced. This car is cheap enough that I can afford to fix the a.c, replace/rebuild (if cleaning doesn't work) the iac and probably replace the ECM with the right one, for less than some of the other cars are priced at with "some shifting issues" or "might need engine cause timing belt broke".
I really wanted a fifth gen, but I just haven't found one that fits the bill.
The reason I'm buying is because a 2k lbs black bull walked out in front of me in my 1993 b16b del sol and totaled it. I was going to pull the motor and trans and find a hatchback to drop it into but I decided it was time to move up. I've had several civic/crx/del sol cars and I want to try something else. If I didn't have kids, I might be looking at a s2000.

Welcome! Hope you find what you're looking for. However, did you inspect the back seats? They will quickly become as useful as the backseats of an S2000 for carrying some kiddos.

Thanks for the heads up. Both my kids are out of car seats and are old enough to climb in and out on there own. My vehicle isn't the primary kid hauler. I've been able to make due with a del sol for a few years so any back seat at all will be a huge improvement.
What are the chances that the engine has been damaged my running it with the stock ECM rather than the h22 ECM?

My kids never cared that the back seat was small in my Ranger, so long as they got to hang out with dad.

That worked for a little while, then one day I noticed I had to look up to talk to them.

Actually found a 95 prelude in much better condition. Looks like the swap was done much better. Its $800 more than the first one, but I think that's where I'm going . Its gotta be a sign from god cause the pic of the car has a Honda water tower in the background. Come to find out, we work at the same Honda factory. Just on different lines so we don't use the same parking lot. That's why I've never seen it at work. Its funny cause my wife doesn't understand why I always go to Atlanta to buy cars instead of Birmingham. I told her that the cars were usually built better and u could get more for the money. Most everything I have looked at locally has been duct taped together. I'm sure there are some great cars around here and some good shops, but its rare and the people know it. This car was built in Tennessee and the guy just moved here for the job. The wife says I have some kind of mental block when it comes to local cars.

Yes, I wasn't speaking about the factory work, I'm talking about the stuff that happens to them after that.
P.s. I bought the second one today and its a much better car. No issues to speak of.
