ECU causing idle problems?

ECU causing idle problems?

Could having the wrong ECU cause my idle to alternate from 2k RPM to 1k RPM? I've found that I have a P14 ECU with an F22A1 engine, I believe it's supposed to be a P12 ECU?

Anyway around the alternating idle? I've disconnected the TPS sensor but got horrid gas mileage and the idle was around 3k RPM.
