Failed NJ inspection. Suggestions?

My '92 Prelude S failed emissions inspection today at idle.
I was just wondering if anyone had any suggestions to fix this. From what I've been told is that the high HC #'s are a result of unburned gas and that a tuneup should fix this. Is 370 high compared to the standard 220?
Mode:IDLE-FAIL
GAS READING STANDARD
HC ppm 370 220
CO% .93 1.20
CO2% 7.5
O2% 9.6

Mode:HIGH IDLE-PASS
GAS READING STANDARD
HC ppm 67 220
CO% .48 1.20
CO2% 8.9
O2% 7.7

usually these fix boggings/hesitations/emission problems (theyre also basic maintenance)

clean injectors, egr, iacv, fitv
check vacuum/exhaust leaks
check your cats condition
check your o2 sensor
new spark plugs & wires
new distributor cap and rotor
new air & fuel filters
adjust valves
check timing

of course you have to warm your car first that it will give you right readings

move to PA u wont have that problem a good tune up should do the trick
