Icon5 96 Vtec swap runs extremely rough, hesitation, bogging, missing and loss of power.

I have a 96 prelude with a 92-95 h22a swap I just did.
My engine runs pretty rough. I get CEL 9 but I have done the timing belt and when timing the engine I get a max of 16 degrees which I've been told is fine. Since the swap most of my electronics will work without the key in the ignition. My rad fans turn on immediately once the ignition is on and won't shut off when the engine is cool. This was an obd2 to an obd1 swap so I have a few harness adapters. One for the distributor for the crank sensor and one for the ECU(p13). If I start the car and let it idle (between 1500 and 2100 rpm) the engine light stays off. When I rev it or drive the car the engine light comes on almost instantly with code 9 which I believe is a timing issue or crank sensor. After driving/revving the engine, it seems to lose power, hesitate, bog and miss at low RPMs (Under 3000).vtec still seems to kick in fine as long as I can get it to rev past 5000rpm! But if I do I get a lot of backfiring when the RPMs come down.
I'm at a loss, and I've had this car for a long time and could really use some help getting it on the road again! I've searched all over and this problem seems pretty rare. This is my first swap and its not going so hot. If anyone has any ideas I'm pretty open to suggestions and anything helps!
