Idle fluxuation after warmup?

Lately my lude has been dropping down to around 550 rpm after it comes down from the start up idle of around 1500 in cold weather. Any ideas of what it might be? I think it may be something to do with the spark plugs or maybe dirty injectors.

UPDATE: I have done some more cleaning and studying and I have deduced a couple points:

1. It only drops after coming down from a higher rpm (Above 2000)
2. It drops 3-4 times, then returns to idle (Which seems low at around 500-600 rpm)

I have recently cleaned the EGR valve, the IACV, as well as spraying some cleaner into the throttle body and wiping it a bit. I'm at a total loss for ideas as to why it is doing this.

Bleed coolant and clean FITV. FITV is the bastard idle ruiner-inator.
