Air boost valve

Ok so I think I have tracked down my high idle problem, when I got this car the vacume line going to the air boost valve was just pushed into the boot for the cold air intake I took it out and pluged it off. So question do I need it and how do I get the car to run right without it. Also I did some research and it says that it is only used to help start the car well my idle is high when warm too.
