Icon9 Block Heater Question

So I just bought a 93 prelude SRV 2 weeks ago, and its been sitting in my drive way. I have to wait till the end of the month for insurance. However, I live in calgary and its been -5 to -20 Celsius the last week probably. I went to start it up this morning just to see if it would however it won't turn over. It started out coming close but by about the 4th time trying you can hear it dying. I'm going to try jumping it when I get home, but I realized I should leave it plugged in until I get it insured and have it as my daily driver. So I went to plug it in, and the only cord that seems like it could be a block heater has no plug on the end just a cord with three wires incased attached to nothing. I assume this is the block heater and he cord frayed so the plug fell off. Its hanging by the radiator, so I'm just assuming at one time it was the plug for the block heater. Can I just attach a new plug to the end? green to ground, hot to small and neutral to big prong? Or will this even solve the starting issue? I was starting before the cold hit. Thanks for the read.

I'm not sure it's the temperature. My starts when it's cold as hell. I think it may be an ignition issue like the battery.

Well I got home today and it warmed up since this morning and started up first try

I find that if you get a good strong battery and full synthetic it always starts even without plugging in the block heater. I live in Calgary as well, I know how you feel...

Yeah I'm going to drain out the oil ASAP and put in full synthetic, I have no idea what he has in there. Thanks!
