Icon5 CEL code 9 and engine hesitation. I Need Help!

Hey i was wondering if anyone had any ideas on what might be going on with my prelude. Just swapped in a H22a, redid the timing belt and now when i start it i keep getting CEL code 9, Cylinder position sensor. it has a brand new distributor so im not sure what the problem could be.
when driving the engine chugs and feels like its lagging. but once it hits vtec the engine doesn't hesitate or lag until it goes back to a lower rpm the problem occurs again also after a while of running it cuts off completely.

and out of curiosity does anyone know what the timing degree is supposed to be? mines at 15 degrees. wasn't sure if that is correct!

i was hoping for some advice, anything will help! Thank you all in advance!
