Crank pulley TDC indicator?

Inside the cavity of the crank pulley, there is a drilled hole. Is this the indicator for crankshaft TDC? With camshaft marks perfectly aligned, the drilled hole inside the crank pulley is 'straight up'. Leads me to believe belt timing is AOK. Why does this thing not run, or chugs on start attempts? IGN components are AOK. Nothing on CHK ENG lite. Fuel pump? Fuel pump precharges OK, maybe weak. Never been replaced. Thanks

Here is an easy fix if you are having problems with lining up the crank. Pull number 1 spark plug, put a long screwdriver into the sparkplug hole so it touches the piston. Make sure timing belt is off crank and the top cams are lined up. turn engine over by hand until the piston in the number one cylinder is at the very top. Put belt back on...done.

i forget what position the hole is at on the crank pulley, but once the crank bolt is removed, the keyway should be pointing straight up, 12 o'clock position. same with both camshafts (or single, for F22)

Guys, what I'm trying to do here is see if the belt jumped time at the crank sprocket. This is without having to go thru the pain of removing the crank pulley to reference the keyway. So, does that drilled hole inside the pulley align with the keyway? If so, I'm good. #1 is all the way UP with the cams aligned and the pulley hole straight up. Upon manual rotation observation the belt does NOT have a dental issue(missing teeth). Thanks
