Tachometer sometimes stuck. need help.

Hey everyone, I have been having some trouble with my tachometer for the last month. When I turn on the car, the rpm needle sticks at about 1600. Then, the only way to get it to work is to rev it to about 5000 and then it works fine until I turn it off because the next time I turn it on, I have to do it again.
What do you guys think the problem could be?

Your positive your car isn't idleing that high when its cold? My h23 would do that, but it was because the engine was cold.

I'm sure its not idling high because I can drive around for hours and the tach wont move at all unless i rev it high and then it will go down to about 700 rpms

Anybody have any ideas? Or should I just get an aftermarket tach and use that for a while?
