2 ECU fuse locations

Upon trying to figure out why this thing won't fire(the Prelude), I noticed the underdash fuse panel diagram has 2 locations for the ECU fuse, both 15 amp. The upper fuse location was used, fuse OK. Been that way for 3 yrs, since we got the car. What's up with the unused ECU fuse location? Car had been running fine, then stalled. Won't start since. Tried all kinds of stuff. I think it may have jumped timing. Its my son's car. He's got size 13 feet. Sez enuff!
