F22A1- upgrade or swap for an H23

I picked myself up a 93 lude the other day as a commuter for the short term with potential for oval dirt track racing is the future. I already race a 3rd gen Si and bought this car as a back-up in case i should wreck my older lude. Im planning on slowly building this thing up for its final destiny of dirt track glory.
I wanted to get some opinions from the pro's about what would be the best way to go about it. Rules for the track state that everything is supposed to be stock for the make and model (not year or trim), 160hp max, non v-tec, naturally aspirated. Lets face it though, none of the competitive drivers out there are staying completely stock. What im considering:
- Port and Polish head, maybe even have it decked
- Delta cam regrind
- Remove power steering and balance shaft belt
- HUGE maybe on higher compression pistons
- F22A4 exhaust manifold and H23 intake manifold
- lightened flywheel
I think this would give me an adequate amount of power gains to be competitive on the track. Something to keep in mind though, ill at best be sliding around this track between 40-60mph and at very high rpms. Probably in 2nd gear the whole time depending on wheel/tire size i end up using.
My other option im considering... swap for an H23 from HMO for $950 but then id need to figure out what to do for a tranny.
Any opinions or ideas would be much appreciated. Im kinda torn right now about how i want to go about this.
