Power steering dilema

Got a power steering issue on my '96 VTEC that I hope someone can help out with. I did a search and didn't come up with anything like this problem.

My Prelude had been parked for a while, in need of engine gaskets and timing belt service. Got that all done and the car is running great, but the power steering didn't work. Worse, when the car got warmed up, the PS fluid level in the reservoir would increase and overflow out the top, making a nasty, oily mess. A tech friend suggested it was the PS pump.

So, I ordered a re-manned pump, installed it, and flushed it 3 times in accordance with the installation instructions. Right out of the box, the pump made a noticeable noise, like a bearing going bad, but I had power steering again. Today, I warmed the car up and took if for a drive. Only today, no power steering again. Got back from a trip around the block and popped the hood, and there's PS fluid leaking out of the reservoir top again. Made a nice mess in the driveway.

So, my question is:
Does this sound like a bad PS pump, or could it be something else in the PS system that would cause the fluid to back up and overflow the reservoir?

This is the last step in getting my Prelude road-worthy again, so I appreciate any replies/suggestions.

17-78 of the manual says how to do a pressure check to see if your pump is good or not.

Is the overflowing fluid bubbly? Then, maybe rack and pinion is messed up and letting air in or a hose. If not, isn't there some sort of valve in there so fluid doesn't come out back.

Thanks for the response. A pressure check is a good first step. I'll have to see if I can locate the adaptors and gauge to do that.

The fluid is not bubbly or frothy at all. The fluid level starts out fine, but then increases until it overflows around the lid. This suggests to me that either the pump is not pumping efficiently or something is blocking the flow such that more fluid is going into the reservoir than is being pumped out.
