92 wont pass inspection

This project form HE!! has flunked emissions for the third time.
History:
Rebuilt motor - @ 200 miles I took it for the first inspection. Failed but just failed. Figured the motor didnt have enough miles, put in premium gas and ran another 500 miles.
Failed again, but the numbers were worse!
Had a new "cat" converter put on. Failed again. Numbers were worse still. So I remove the EGR valve, and it shows very little carbon... Mostly soot.
The "check engine lite IS NOT on, so hopefully this is telling me the O2 sensor is ok.
So, I guess I need to know what to try next? Is there a way to test the EGR valve/O2 sensor without going to a shop?
If they both check out, what is my next step?

Damn thing runs great and is getting good gas mileage and there is no sign of smoke.

post your last emission results
is your co2 high?
is your nox high?
post all info on that form and ill be able to help you from there
where are you located
what kind of testing are they doing? idle or dyno smog?
what engine?
standard or auto ?
any aftermarket parts?

Ask and you will receive, (guess I should have thought thru this better).
Engine H23 2.3L DOHC
Location: Texas
Kind of test: Dyno
Trans: Standard
Aftermarket: Headers

Rebuilt motor < 200 miles on motor.
First test: NOx(ppm) HIgh speed Results:
Standard: 910 Mine @ 2121rpm: 1011
Low Speed resutls:
Standard: 1009 mine @ 1760rpm: 973 passed

Put 500 more miles on the motor.
Put Premium Gas and changed the oil
Second test: NOx(ppm)
High Speed:
Mine @ 2084rpm: 1186
Low Speed:
Mine @185rprm: 1472 Failed both test

Put new cat on. Drove about 30 minutes and tried again.
High speed:
Mine @ 2058rpm: 1621
Low speed:
Mine @ 1866rpm: 1880
All others passed.

what did your engine rebuild consist of? do you have any CEL's
seafoam your engine, empty your tank and refil with high quality premium gasoline(no octane boosters or fuel system treatments and do the test with a full tank),and try retarding your timing abit, a high NOx emission is usually caused by a bad EGR valve and or a lean fuel/air ratio and since your cat is fairly new it is ruled out it is also associated with high exhaust temps, so in this order
seafoam engine and fuel system
empty tank of gas with seafoam in it and fill with shell or chevron premium gas
clean your EGR
retard timing a smidge by turning your distributor towards the front of the car (just a few degrees)
replace PCV (its like $2)
then
COMPLETE TUNE UP if you fail again (plugs,wires,cap and rotor,fuel filter,air filter,SYNTHETIC oil change)
if you fail after that
then you need to talk to whoever rebuilt your engine because then its beyond an emissions problem

No CEL's
Complete Rebuild
New Plugs, cap rotor and wires, fuel filter.
Mods: Cold air system with K&N Filter, headers..
Ill pull the EGR again and clean it.
Hadn't thought of the PCV valve.'
What we did find was the time was set at 22deg at idle.
I have reset it to 13 degs. (book calls for 15 +-2)
Gonna drive it for another week then head to the inspection station
Any other suggestions or things to look at?
