AC foaming?

Super happy my AC works. :D The other guy said the AC switch was broken, that the light didnt come on. But you have to turn the fan on first to have the AC light come on. Our first run around town with it it wasnt blowing cold, the clutch wasnt kicking in.

Just a few min's ago, we tried it again, and the clutch kicks, and instant freezy. There's a little rust on it from sitting, probably just needed to recirculate the juice.

Dad said there's some foaming, does that mean its low on freeon? He doesn't quite remember what the bubbles / foam mean.
