Bogging in vtec and tach needle jumps

Alright, so before my car was bogging bad, then it wouldn't start anymore. Problem solved by replacing the dizzy, cap & rotor. Now it's only bogging in vtec and when I hit vtec the tach is no longer accurate and starts bouncing around (within vtec range) The wires should be fine as their is not much miles on them and I checked the plugs when I was having the first issue.
Running on a P28, tried switching back to the factory, but there was the same problem. Neither ECU has codes to pull.

maybe troubleshoot the throttle position sensor and/or vehicle speed sensor
