Idling problem

Seems whenever my car is in neutral or i have the clutch in the car randomly rev's from idle at like 700 or so and just rev's to 2k then goes back down. I can't find out what's wrong with it so trying to ask ya'll cause it's very annoying sitting at a light and ricer civic next to me hears me rev and takes off and have been next to a cop and it happen :( would have been mad if i would have got a ticket for trying to race. Anyone have any thoughts on what it could be please let me know thanks.

I wish someone would make a THREAD for all IDLE PROBLEMs, FINALy ending this silly question.
