H23 Timing Belt wont go tight!

Hello everyone I have been working at my timing belt change for the past 2 weeks. At first I was stuck with the crank pulley bolt and had to order a powerbuilt special tool to take that off, then the shop gave me the wrong timing belt, and now I am able to get the timing belt on and everything lined up.

Problem is when I turn the engine counter-clockwise 2 full rotations the crank is pointing up and the cams are facing down.

I put the manual tensioner on with the spring and tighten it down but it really does not seem to make the belt tight. What in the world am I missing here??

ut oh, that's not good at all. did the motor some how get turned when the t-belt wasn't on???
