new guy and i need advice

hello all,
i have a 94 prelude si automatic with a locked up h23 motor in it. no rust on the outside, paint peeling, minimal dings and dents, immaculate interior. i bought the car with the locked up motor for $300 with the intent of breaking down the motor and rebuilding, then driving the piss out of the car. now, when trying to figure out the problem, i put a fully charged battery in it, and tried to crank it. the lights come on, then after i let off of the ignition, no lights remain on. when checking the spark plugs, i noticed oil on the tips of the plugs, so when i drained the oil, over 5 quarts came out. im thinking the motor hydrolocked. i cut off the ac belt, and tried to manually turn the motor over, but that's a no go. what all am i looking at repairing, before i break the motor down? im hoping it's just bent valves. what else?
also, after holding on to the car for a little less than half a year, i have grown to like it. i have determined myself to set a budget of $3000 for the car. $2000 for motor (naturally aspirated), $800 suspension/wheels/tires, $200 paint (myself).
what would be the best route?
buy jdm h22
rebuild stock h23
if i buy a jdm h22, thats pretty much my budget for the motor
but if i build the h23 i will have more money to beef up internals for a turbo.




cliffs:
bought car 94 lude si h23 auto
motor wont turn over
5+ quarts oil drained out
how bad estimated damage?
rebuild? or
buy h22

tough to say without pulling the head off. If its been hydrolocked for a year the water prob ran down into your case and everything inside is corroded. The lights cutting out could be a bad battery. Its happened to me before. Could also be a bad ground. Make sure you tighten the ground terminal, not just slip it over. Is the batt brand new? When you drained the oil did any water come out with it? It might have locked up and bent a connecting rod which could jam up the motor. IDK. Pull the head off at least.

+1 buy an H22. Of course, others will tell you to get an H23 to be different. If you're buying a new motor on that budget, why not get an H22? We all know they make more power in stock form (with the exception of the H23 bluetop, obviously). I say get an H22.

Get a H22. I personally think you will be more satisfied in the long run. And you can find a H22 for less than 2gs. Just search, and keep shopping. H23 FTL!!

I wouldn't say FTL, but the H22 in stock form is far superior. H22 FTW.

no water was in the oil, there was just alot of oil that came out.
and if i kept the h23, a turbo setup would not be too far in the future.
going to pull the head off this weekend, should be back with pictures.

If you're going to turbo it down the road, you'll probably be better off with an H23.
