High Idle Speed, Running Rich

Sup everyone,
I'll keep it short and sweet...
My car idles at 1200rpm sitting still, and rolling in neutral at like 5+mph, it idles at like 1600rpm...
My friend said this could be because I'm running rich or something? I really have no idea. Is it bad to have this high of an idle? Is running rich bad? Will I fail smog? (passed before).
--Also, he said something about a butterfly valve in relation to my engine getting flooded and not starting randomly... 95% of the time my car starts fine, but every once in a while, it just wont start (just make the turning sound), and i have to let it sit for 30 seconds and try again and it usually starts fine...

Sorry if what I said sounds vague, i really dont know how else to describe it...

sounds like your throttle cable is too tight. you can adjust it with the 2 nuts on the bracket right after the throttle body. this wouldn't be the cause of you running rich, but it would cause your mileage to go down drastically since its idling so high and the car is driving when its supposed to be idling.

fix the cable, then see if its still "running rich"
