The IAC(Idle Air Control) valve is located on the throttle body as in the pic above.
For an H23, it should be towards the side.
I believe it's two, 10MM bolts you undo and undo both coolant lines. Be gentle and remove the lines carefully, do not tear them.
Have a rag handy for minor coolant leakage when removing the lines and IAC unit itself.

When you remove the unit, behind it is a metal screen, perhaps 2 of them.
Use "CARB" not TB cleaner(Carb cleaner is way softer) to clean out all of the carbon that has been built up over the years. You'll see black soot flow out. Make sure you have a rag handy. . .


I'm pretty confident 'Celo, that this will cease your bouncy idle and hesitation at low speeds.
