What controls the tachometer in a 1989 Prelude?

Just inherited an '89 Prelude with automatic transmission.
The alternator shorted and took out the alternator, battery, ECU, ignition coil, igniter and also the amplifying igniter unit along with half a dozen fuses. I finally got it started after replacing almost the entire ignition system.
Now, it runs but has a few major issues..
1) the tachometer does not work
2) the automatic tranny shows both the S3 and S4 gears engaged in solid green lites.
3) The car will not gear out of 2nd, tops out at about 35mph.
4) The seatbelt light under the tach does not work

All fuses in the hood and dash have been checked and are fine. Electric sunroof, headlights, electric windows, turn signals and hazards all work fine.
I am wondering if the Integrated Control Unit (ICU) may be involved?? Not quite sure all that it controls.
Maybe there is a relay that the tachometer plugs into that is bad? What does the tach. plug into anyways?

I believe the tach gets it's signals from the distributor, but in your case it sounds like alternator may have damaged the gauge cluster itself. Do you have a spare gauge cluster you can swap out? You can get one for pretty cheap from a junkyard. I have a spare for just that purpose.

There is a transmission control unit (auto tranny only) that may also have been damaged by your alternator.

Thanks for the help. Looked at the shop manual and apparently there is an A/T Pulser under the hood as well as a control unit. Looks like control unit is located next to the ECU? Diagram is kind of sketchy in 2-D.
I will check out the pulser and control unit and maybe the cluster too.
