Noob AC questions, also vacuum switch *pics*

Ok so I'm very new to owning a Prelude, was a VW guy until just a week ago. Mine is a '89 Prelude S SOHC 2.0 carbed.
First question is about the AC, I press the button and the green light comes on but no cold air, looked under the hood and the clutch in the compressor must not be engaging cause it's not moving. I was told to look for the AC control unit behind the glove box, I think I found it but wanna make sure, is this it? If so what can I do to get my AC running? I took it apart and it looks clean as a whistle, connections all LOOK good too

Second question is about my vacuum switch. I am getting the engine light when the car has warmed up, read the code (checked the light under the carpet) and it's saying Code 4 which I believe is vacuum switch. I think I have found it, is this the vacuum switch? It's supposed to have 4 lines going into it but looks like one of the nipples has broke off and the previous owner stuck a screw in to plug it off, also stuck a screw in the vacuum line itself. What does this switch actually do?

Been on this site for a week now, definitely the best Prelude forum I've found and you guys seem to know your stuff. Any help would be great, thanks

The compressor control unit is the blue box. You have to remove the glove box to access it.

You need to replace that vacuum switch. You need to have all four lines connected or you will get a cel (as you are now). You should be able to grab one from a junkyard. I haven't heard of those going bad except for broken fittings like yours.
