It could be a fuse, or it could be the headlight motor itself.

Check out the 3rd gen resource guide and download the online manual. It's a sticky.

It has steps on how to diagnose, repair, replace.

You want to get the ebay h4 conversion housing.
Our stock front lights are sealed with h6 bulbs.

With the h4 conversion(which is usually less than $40) you can pick whichever kelvin output you want.

Check this out:

with 4300K h4 bulbs and h3 fog lights.

are you talking about an under car kit or doing interior? im not a big fan of undercar neons but it's your car and pretty much any color will go with white, i have blue neons on my interior (under seats and dash) to fancy my ricer side but i rarely use them unless i drop something in the floorboard at night, and i have a blue neon in the trunk that comes on when i open the trunk but thats because i wired it into my trunk light and it's much brighter than the stock bulb so i can actually see what im doing in there

Unplug the inop motor. Attach a voltmeter with alligator clips to the harness plug. Have someone turn your headlights on and off to see if you are getting voltage on those pins. That is the first step. If you have voltage when the headlights are turned on or off, depending what pins you are connected to then you need a motor. If no voltage you need to trace the wiring back to the source and find out where the break is.
