Pushing Oil

I have a 1982 Prelude that is very weak, slow to accelerate and unable to exceed 35 mph on a hill. The tailpipe has blue smoke and the tubes under the air cleaner smoke with oil. The air cleaner's interior is caked with oil as is the filter.
Discussing it with someone today it was suggested it's "pushing oil," pressure possibly on a weak cylinder/piston or valve seals. The vehicle also idles rather rough. Could it be the PCV valve or another component?
